Do you mean the rev limiter? If so, it is programmed into the computer. You will need to reprogram the computer with an aftermarket tool.
yes, it does I've got a 99 century (regal engine drop) it does have a rev limiter, and a governor, both of which are controlled by the ECU to remove it, you'll need to reprogram the ECU through your OBDII port

Probably a factory set rev limiter. There are companies out there with reprogrammers that can change the rev limiter setting. Sometimes you can take the chip out and send it to them and they can reprogram it for less money. I dont remember the names off hand. Just Google and find out.
