With current available technology, it is impossible to breed extinct animals, but it may not be impossible forever. If we are able to figure out the exact genome of an extinct animal (by examining preserved tissue, if such a thing can be found) we might be able to simply synthesize the genetics, implant them in some suitable ovum, and gestate the fetus in some host mother. It is not implausible that an elephant could be used as a host mother for a mammoth. With reptiles, we could implant a dinosaur cell nucleus in the egg of an alligator, for example, or possibly a Komodo dragon, and see what happens. Of course, it would be harder to find usable tissue samples of a dinosaur, but perhaps there is some way to figure out a dinosaur genome. I wouldn't say that it is absolutely impossible simply because I cannot predict what kind of ingenious techniques may be invented by scientists in the future. Maybe we will someday simply know enough about genetics to be able to whip up any kind of organism we want.
