It might be legal in some countries, especially in third-world countries, however, since the 2 kids are already in the pubescent period, it may be awkward and uneasy since there a lot of physical changes in the body going on and sexual stimulation is at its peak during this period. The boy may experience wet dreams and that would be uncomfortable especially if the female siblings smell the unusual odor emitted by the semen. Female reproductive organs can be very sensitive during this period and any friction caused can stimulate the body. This setup is very prone to incest.
