On any public land, road or sidewalk, it is illegal. On private land under very controlled circumstances, driving a go cart without a license may be allowed. Local laws will always supersede generalized state laws.

no, but each city/town has laws as far as being street legal. u may own a golf- cart but u cant drive it on the roadways. same apply's to go-carts
