Hope that fully answers your question..
In most jurisdictions it is legal to record someone, as long as they do not have a reasonable expectation of privacy.
You might, for example, record someone while eating together in a restaurant, because it is not reasonable to expect privacy in a public place.
A recording taken in a private place such as one's home would not be legal, because it is reasonable to expect privacy in one's home.
Any legally obtained recording can generally be used in court.
Ownership necessarily includes various of rights which may be exercised by the owner at any time. Video taping his own house IS an exercise of the right to enjoy his property. He may even outright destroy the house as this is, too, a right of the property owner. The only limitation to the exercise of ownership are those limitations imposed by law and the necessary moral obligation to respect the rights of others.
One of our neighbours has got the council to put a skip right outside our house without our permission is this legal. I phoned the council and they said they can do this as long as they have a licence for it which they have. Please help

If you have the permission of the parents, you certainly can. Without their permission, you have a problem. They are responsible for you and get to decide where you live.
As long as you have his permission, there is no issue.
