As far as I know, No. The gas station I work in we do not allow it, but obviously the new people don't know that and will until someone tells them otherwise.

Yes according to Illinois Lottery Officials via their 800 number. I called and asked why all the retailers said no and blamed you the lottery officials they said it has always been legal? Hmm still checking the actually laws I'll get back to you on when it changed

It depends on local legislation. Few of which agree. The seller has to be 18 in some places, whereby the buyer may be 16. Some countries have no restrictions.
