In most vehicles, as the tyres wear down, the speedometer and odometer will be off by a little bit (couple miles or kilometres per hour). However, if it's an instance where it's way off - more so than what would be caused by simple tyre wear - then it would be illegal to operate that vehicle.
You don't hook one up to the transmission, it doesn't have a speedo drive. You have to install a front wheel speedo drive.
I had a 5spd 4 cyl 92 and i had the speedo showing 220, but in reality its prolly less.

You have either a speed sensor issue,(located at the back of the trans. above hte right drive axle where it comes out of the trans.), or more likely the speedo itself is broken. The plastic drive gears in the speedo get noisy and eventually break
It is an electric speedo so it can be the speed sensor or in the speedo itself.
You refill the gearbox by taking out the speedo drive near the firewall and only put in 2.5 Ltrs

there are 2 ,the ones on the front brakes if you have ABS and the one inside the transmission that usually gives the speedometer the drive indication.
