Why would you not want to support your child? Not knowing your situation, youd have to prove that you are not the father. I find it sad you don't want to support your child, but that isn't my place to speak.
He is still the father with/without child support and has rights. Take him to court to get the child support and make arrangements for your move to a different state.

Not sure what a "non biological father" is, but the only thing that could happen is that the (former) payor is excused from paying future support. He cannot recover the support already paid.
