Depends on the game laws of where you are located. Legalities aside, I would not. The .223 is on the light side for penetration, boar can be very tough, and dangerous. I would find something with more bullet weight and penetration. Had a close look at the tusks on a wild boar?
It depends on the gun and caliber but most semi-automatic rifles such as the Ruger .22 are legal to hunt with in California.

In the US, the two most popular deer rifles are the Winchester 94 and the Marlin 336, both in caliber 30-30. However, "best" is a matter of choice, and the area where you hunt. A bolt action rifle in a caliber legal for your state may be a good choice, and less expensive than the lever guns. I hunt with a muzzle loading rifle, and get to hunt 2 more weeks than the folks with modern rifles.

It may be, but there'll be restrictions on things such as magazine capacity, types of ammunition you'd be allowed to use, etc., much the same as with any other hunting rifle. What you'd be hunting with one... maybe a safari hunt in Africa, in which case, you'd probably run into laws prohibiting possession or ownership of weapons chambered in military calibres.
