In answer to you question. Please look up WA state traffic laws:
RCW 46.61.055
under this code you will find several sub listings that outline the law you want to know about. The botton line is YES - but you have to be turning onto a one way street going the same direction you intend. Also, many people do not know this but if you stop at a red light and are wanting to gain access to an interstate ramp, that ramp is considered a one way stree.
The question is too general for a yes-or-no answer. There ARE some circumstances where it may be allowable and SOME jurisdictions which allow exceptions.
You must be more specific in relating the circumstance or describing the intersection.
---------------------
If it is the only way to go and the blinking red light and traffic allow it then yes.
Yes, unless the action is prohibited by a posted sign, or the turn is controlled by a red arrow.
Yes, if it is not otherwise prohibited by law or a sign is posted at that intersection forbidding it.
It's different in some states. Here is Pa, and NJ it's legal to turn right on a red light unless there is a sign that says "no turn on red"....and remember, pedestrians have the right of way.
Age 12
State in the top left corner. That's Washington.

The left lane, the same as it is in every other state....
Everett, Washington is located on a map in the state of Washington in North America. Everett is located on the left side of Washington, right on the coast.
Yes, in Pennsylvania, you may turn left after you stop at a red light, if you are in the left lane and are turning left from a one-way street onto another one-way street, unless a sign tells you not to turn. You must first stop and yield to pedestrians and other traffic. This is from the PA Driver's manual.
10 or 11
In the continental US (not including Alaska and Hawaii) the last lower left corner state is California, while the last upper left corner is Washington.
Drive on the left side of the road at a constant 37.5 mph
There is no legal minimum age in California. So yes, it is legal.
I think you can if you are going with the traffic
I would think that would be a no, but I do not live in Florida so you might be able to take a left hand turn at a red light on a one way street in the state of Florida.
