Yes, I would imagine it would be. A giraffe is a wild animal and unless you are a zoo taking care of one would be impossible. They would require a lot of care and food. From what I understand they can also be quite mean and will attack.
Added: To my knowledge, giraffes are inot in an endangerd species category, and I do not believe that it would be a criminal offense. HOWEVER - their ownership would no doubt be controlled by local zoning regulations and possibly state wildlife regulations governing the harboring of wild animals.
