You have the right to pray anytime and place you want as long as you do it with discretion and quiet. No one even has to know that you are saying a prayer if you say it silently to yourself. As a courtesy to others, I think it would be best not to perform some prayer ceremony such as kneeling on the floor, or chanting out loud. Drawing attention to yourself in such a manner might only serve to distract you from your real purpose. Pray - absolutely. But legal or not, I would only ask that you consider others who occupy the same public space with you.
If they are only ASKING - yes they can. It is not compulsory that you pray.
They do not have chapel or religion classes, but in free time they are allowed to but they would probably get teased for it.

Praying in public is for the hearers of the prayer to be in agreement. Some that pray in public do so as a pretence or show. These are hypocrites. Matthew 6:5-7
