That would depend entirely on local codes and ordinances. I most cases the answer would be "yes, it is illegal to rent a dwelling that is known to be equipped with heating equipment installed in a manner that is unsafe or in violation of the codes". HOWEVER, even if it is not illegal in your community, it is incredibly foolish to do so and the consequences could be devastating. Poor water pressure can also have negative health risks but obviously not to the degree of the heating equipment.

Differential heating causes wind because the air over one surface being warmer than the air over another results in different air pressures. Wind is caused by air moving from a high pressure system to a low pressure system. This requires differences in air pressure, which is caused by differential heating.
So the pressure wont bust the pipe.
Water is "lazy". It runs from high pressure to low pressure and always takes the path of least resistence. In order to balance the heating and distribution system so that all heating appliances in a modular hydronic system do the same amount of work, you must pipe the returns and the supplies in such a way that "in" flow of water into the heating appliances is equal to the "out" flow into the system.
