The Action Replay is a CodeBreaker. Really is Legal to use it, but you are entering in a war zone. Why? Because sometimes (1- 50) the Action Replay erases the Missignos who mantain the order in tne game. The game may be erased, or the Pokemon in the DayCare will disappear forever (Pokemon Pearl) Use it under your own risk.
