The efficiency of a radiator depends less on the type of paint on it as it does the type of metal it is made of. Allow me to use an analpgy of soda. Soda in an aluminum can will cool off in your fridge faster than it would in a glass or plastic bottle. However, aluminum will also be the fastest of the three to warm back up after it is removed from the fridge. This is all relatively basic calorimetery. The the specific heats of 2 metals will tell you which will heat up faster when there is superheated radiator water running through it and which will heat up slower but be emenating the heat into the room for longer. The color paint on the radiator makes a negligible difference.
It is in fact the best radiator. Dull black is the best absorber and emitter. Then shiny black, followed by white, then silver. While the best reflector goes the other way around (silver's the best, then white, followed by shiny black, then dull black)

Stand to the front of your malibu, open the hood, look at the radiator, split the radiator in half visualy, adjust your split about six inches to the right of the radiator, half way between the radiator and the enging you will see a silver and black cylinder, the top of the cylinder will have a black rubber cap on it with a hex on the top, the hex should read 24mm or 25mm in small print, the radiator hose may run across the top of the filter...NOTICE The filter is inside the silver and black cylinder, unscrew the black lid off and there you have it. If the black object is hotter than its surroundings (which a car radiator usually is) it acts as an emitter, if the black object is cooler than its surroundings it acts as an absorber. Thus a hot car radiator that is black will emit IR heat radiation more efficiently than ti would if it was any other color. Thus it will help keep the engine from overheating better than a radiator of any other color.
