It is most sanitary to dry it out, or else microscopic mold-like bacteria could start to grow on it.
wet a washcloth with warm water and hand soap -- wash contrast off -- then wipe with a damp warm washcloth and let dry
It means taking a small part of a towel washcloth and dabbing it a number of times on your skin to dry it rather than rubbing it.
Please, lets be sanitary about it. First, get a washcloth, NOT a paper towel. Then, put water on it, NOT milk. It doesn't matter if it's cold or warm, but it would be better hot. Even Jesus disagrees with the lukewarmness. Next, put lots and lots and lots of SANITARY soap (like a whole bottle, NOT half), NOT cookie dough on your washcloth. Scrub unnecessarily hard, almost rubbing the skin raw. Next, dry your feet in a dryer, NOT with a warm, soft, fluffy white hotel towel. If your feet end up unclean, or infected, cleanse a couple more times (like as in maybe only 256,772,456,789,999,999,999,999,999 times. That's it.) then if it still doesn't work, please see a dermatoligist.
People with dry skin should avoid using loofah's, since it can dry their skin even further. Any kind of scrubbing or rubbing, even with a washcloth, is bad for dry skin.
In general usually a small terrycloth towel used to apply soap to the body while taking a bath or shower.
If you're a neat freak like me: it's easy. First get all 'bad' tape off. Get a warm, wet washcloth and lightly scrub off the dirt with the washcloth. Get a towel and dry. Reapply new tape. - That's basically it...

Throw them in the dryer with a damp washcloth for 15 minutes or so. If the dryer is a no-go for your clothes (check the tag) then they will have to be washed or dry cleaned according to tag instructions.
