hi yes it is necessary to create recovery disks because although you have a back up on you hard drive if the hard drive dies and needs to be replaced you will need the disks to reload you operating system on to the new hard drive otherwise you will have to buy the disks.

Then you need to search on the links provided on the screen, once system rovery has loaded, to find the link that recovers all of the computer and restores it to factory settings, (all files will be deleted except for the windows vista version it is going to install) If you removed windows vista entirely. find another windows vista computer, go to help and support on the start menu and type "system recovery discs" you should be able to find out how to create system recovery discs. (Make sure you have got blank DVD-R or DVD+R discs ready to use) You need a DVD burner for this. the system recovery discs can only be created on blank DVD's that have not been formated. Only DVD-R and DVD+R discs are supported. you have to wait for about 2hrs before the system recovery discs have been succesfully created, It will tell you when to insert the next disc, once the first disc is full of information. It will tell you instructions on how to recover your computer. when using your recovery discs, make sure your computer boots from the DVD drive of your original computer.

If you are talking about a Dell which has crashed, you lost everything anyway (unless you backed it up on an external hard drive), so just use the recovery discs. IF you do not have the recovery discs, just call Dell's 800 number and order them (make sure to have your serial number & model number handy).
