Recovery disc are not generally located in the laptop. If present, they will be in the accompanying documentation. Some laptops may also include a recovery partition instead or in addition to a recovery disc, but again there is no guarantee that your model has one.

∙ 13y agohi yes it is necessary to create recovery disks because although you have a back up on you hard drive if the hard drive dies and needs to be replaced you will need the disks to reload you operating system on to the new hard drive otherwise you will have to buy the disks.
