Is it normal for a 12 years to have 2 different size breasts one is growing and the other is not?

This can happen but is not considered normal.
A doctor might be able to provide an explanation.
With time they will probably both grow and the small one might catch up.

No, breasts don't grow uniformly at all and thus why women do not have even breasts. During puberty it's normal for breasts to grow independently of each other, with one being much bigger than the other, then the other growing to catch up, etc.

It is very normal for women to have uneven breasts especially if you are at a young age like yourself when there is at least 3 years left of growing time for you, in this time your breasts could even out in shape. Please dont let this bother you so much as there is a big chance of them growing. If it botheres you a lot and if they dont even out in around 3 years time see your doctor to talk about the different ways of helping your breasts become the size you want them to be.
