Yes, it is normal for them as everyone is different at that age. Puberty will just be starting for some so the penis will not have developed as much as someone that started a year earlier. By the time they are 18 to 20 years old they will have caught up.

If you are talking limp, or unerect, i believe that's ok. that part shouldn't matter because you only really use it when youre erect. but if you mean while erect, that isn't exactly normal. i hope this helped

∙ 11y ago"Small" is an extremely subjective term. The average size range for an adult male's penis is 4-6" when erect. Unerect length can be highly variable and not necessarily be related to erect size.
That said, at 13, you may not have started puberty yet. Even if you have, you are by no means done growing. It will be a few more years before your body reaches its adult developmental state, and that includes the size of your penis.
There is no "average" for penis size in boys who have not yet fully matured, because development is different for each boy, and the timeline is extremely flexible.
If size is your only concern, or if you believe your penis may genuinely be underdeveloped (less than an inch), you should talk to your parents or your doctor about it.

∙ 11y agoIt's normal for him because that's what he has. At 13, he is just starting puberty or possibly hasn't yet. He has some growing to do in general and this wil almost certainly include the penis. Is it going to be huge? Probably not. Will it be enough to do everything it is designed for ? Yes. All men are not created equal, some get 2 and some get 12. Most of us are in the middle and seem to get along just fine.

∙ 13y agoWhen it comes to penises and their sizes everything is normal; big, small, long, short, leaning to the left, leaning to the right. If you look around not 2 ppl look the same and the same goes with penises so yes, it is normal. There's no standard size.
