This is normal, ONLY if both the girl and boy feel comfortable. Make sure that you ask a girl before you touch their waist (or any body part) and make sure that if you are going to tell people that you are dating, that both you and your partner are comfortable saying you are a couple. Generally, just putting your arm around someone's waist is not enough to define a relationship.
