It wold not be considered normal for a boy to develop hair on his scrotum by the age of 7. Puberty in boys doesn't usually start until somewhere between 8 and 11, and the development of scrotal hair is pretty far into puberty. If a child is showing secondary sex characteristics such as these at a young age, they should be evaluated by their pediatrician.
Yes its normal for a 12 year old. you are growing at different rates bodily so your testicles will grow later.

The Hottest hair styles for a seven year old girl are Bops 3 inches cut off
I'm not sure, but I'm 12 and my penis is huge and my testicles are a little small.
Normal sure. Attractive no.
Let's not confuse testicles with the sack holding them (scrotum). Hair does not grow on your testicles. They are internal; even if they were hairy, you'd never know it. Your scrotum (the bag that holds your testicles), on the other hand, grows hair once you begin puberty. Puberty arrives at different ages for differ people. Regardless, 12 is well within the normal range for having a hairy scrotum.
I won't worry too much, some babies are born with hair on their head, some boys have a light amount of hair on their testicles, if it's more than peach fuzz maybe worry but no need to see the doctor special about it, but if it worries you talk to the doctor next time the little guy has a cheek up.
in a year it grows about half an inch
