However if it HAD to be one or the other, it'd be the bowl as there will be more gaseous exchange at the surface of the water than there would be in a bag, even with holes in.

It wouldn't be exactly dangerous to have a cat and a fish at the same time, but there are some risks. If the fish is in a tank or bowl that has no top, the cat may try to stick it's paw in and "get" or possibly eat. Since cat's are playful animals and they have instincts of their relatives, the cat may consider the fish as prey.
