Absolutely, almost all of the body has hair growing on it at some place or another. The amount of hair depends solely on the amount of hormone in the particular person, so I would say its normal for a girl to have hair on their knuckles, but he amount of hair would determine what "normal" would be.
Because hair protects the vagina
It is normal for pubic hair to grow around the pubic and genital area, including on the labia. It is even normal for some hair to grow inside the labia, although it's not commonly seen. However if you are talking about hair inside the vaginal cavity itself, this is not typically seen and may be cause for a trip to the GP, as it may indicate hormonal imbalance.
