Any size dog can have a reaction to vaccines. It is rare to see it with a Rabies vaccine as that is a killed vaccine. With the DHLP/Parvo vaccine sometimes, but rarely, the dog will react to the Lepto part of this combination vaccine, Distemper, Hepatitis, Lepto, Parainfluenza & Parvo. If your pet had a true reaction such as swelling up within 5-10 minutes of receiving the vaccination, then just leave out the lepto part of the vaccine the next time your pet is due for the next vaccination. Just ask your Vet about this or if you give your own vaccinations, get a vaccine without the lepto in it.
YES!! No matter what size the dog is, most vets give the same dosage of shot -- which is what is legally called for in many states. Unfortunately, this is VERY dangerous to small dogs.

A puppy should get a series of three distemper shots - 8 weeks, 12 weeks and 16 weeks. These should be boostered at 12 months, so by 16 months of age a dog should have had 4 distemper shots.

While congestion is a symptom of distemper it is also a symptom of a myriad of other diseases including allergies. If it's a problem take your dog to a vet and heave it checked out.Dogs with distemper have a dark bloody dirrhea with an odor that is unforgettable. Just a congested nose does not signify distemper.
