Yes it is normal to be curious. Teenagers are at a point in their lives where both their bodies and minds are rapidly changing. It is natural for a girl to be curious about what it would feel like to have her breasts touched. I am not saying the girl should go out and have someone grab her breasts, but the curiosity is normal.
