Flush and clean your heater radiator wich is located inside the car. No that is incorrect. All you have to do is add antifreeze to your reservoir keep adding it till you get heat. You may have to let your car sit awhile on the on position. I know this is your problem because it works in the warmer weather. Unless your thermostat is stuck and the heater was just blowing air off your motor but I doubt that. Make sure you add enough antifreeze though. You never add when your vehicle is hot and if you add in radiator make sure car is on.
