Only in self-defense, while defending someone who cannot defend themselves, or when ordered to do so by a government. Outside of that, it is unacceptable and illegal to kill another human being.

There was a case recently where a retired police officer killed a man in self defence because he was threatened by the man using a cell phone. Governments often order its people to kill others, often to commit genocide. There is no justification for a person to kill another person. Whether it is legal or not, whether you would be punished for not killing or not.

However, there are many justifiable instances when someone can kill. If one person has intent and a method to kill other people, such as a militant or a terrorist, it may be prudent to kill him to prevent him from achieving his task. If a person with violent, criminal desires enters a person's home and attempts to fulfill those desires, it may be necessary to kill him. Or at the very least, killing him would not be seen as wrong by many even if intentional. Finally, in every war situation, the right to kill the opponent is actually sanctioned and rewarded.

Now, at most times and in most places, it is NOT right to kill people, but since there are SOME times when killing people is permissible, the question must be answered in the affirmative. (Yes.)
