A cat saucer dish is better than a bowl for feeding a cat. Bowls can be too deep for the cat to reach all of the food.

It's best that instead of having your cats food bowls in the same area you have them in separate places, for instance have cat #1's food bowl in the kitchen and have cat #2's food bowl in the laundry room, or try different foods, if cat #1 likes canned food and cat #2 doesn't, then cat #2 is more likely to stick to their own foods.. or you can do it the old fashioned way and just discourage them in a discouraging tone,because if you talk to a cat like a baby, they will think your high pitched tone is either annoying or encouraging...because they do understand your tone more than anything..
You can feed the cat as you wish to. I personally have two cats and they have a bowl that fills itself up after the bottom portion is empty. They do not seem to mind sharing the same food or water bowl.

If the fish is in a tank or bowl that has no top, the cat may try to stick it's paw in and "get" or possibly eat. Since cat's are playful animals and they have instincts of their relatives, the cat may consider the fish as prey. In the kitchen, there is a cat bowl for Whiskers. There is also cat food on the counter. Push the cat bowl underneath the cat food and jump up on the counter. Step on the cat food and it will pour out into the bowl. Keep doing that until the bowl is really full. Push the bowl underneath the table near the chair closest to the wall. Step on the cat food and you'll be in jumping distance of the paper.
