It would depend on the person as to how much debt one would have to have before filing for bankruptcy. Some people can have more debt than others and be ok with it, while others would feel the need to file.

In regards to the non-filing spouse being affected by the BK, it should not have any impact with the exception of mutual assets such as checking and/or savings accounts. ALL of your assets and ALL of your liabilities must be included in your filing. It is not OK to pick and choose. All items have certain catagories or classes they belong to. Some are catagories exempt from liquidation.
There is no point at which it becomes OK if that is what you mean. If you don't file you are perpetually open to audit and assesment for that period. (The statute that regulates how long you can be questioned about your filing starts running from the time it is filed...don't file and it never starts or ends).
