Is it okay for 10-year-olds to use WikiAnswers when all they want is a messages board and friends to chat with?

We have questions that need to be answered in several topics of interest to young people. Most who start answering and asking questions, as well as recategorizing questions and other things here, find that they enjoy the site a lot more than when they are doing nothing but chat. Everyone should at least check into doing more than chatting! If you don't, you'll never know what you're missing out on!
But age doesn't matter. Anybody can be a part of WikiAnswers. But if you're under 13 get a parent's or guardian's permission before. (Especially for writing on people's message board and making a bio page.)

There is no limit on the number of messages you can have.
Can you run out of space on your Wiki message board?
No, you cannot run out of space on your WikiAnswers message board. You can have as many messages as you can possibly get in it. The WikiAnswers message board messages are stored in the WikiAnswers database, and their database is extremely large, and may never run out of space.

Currently I think it would be Stupid little genius, who has over 17,000 messages on her message board.

The board in Moshi Monsters is the Pin Board. You can read messages from your friends on your Pin Board and send messages to them on their Pin Board.
Why can't I use Wikianswers Chat?
Mainly because WikiAnswers does not have a 'chat' facility. It is not a social network site. You can post messages on another members board

If you mean postings on your message board - then no. There is no option to stop people adding comments to your message board.

No messages cannot be deleted.

Currently, there is no "friending" feature on WikiAnswers. However, every member of WikiAnswers has a bio page and a message board, and you can leave them messages if you like. That is your Pinboard. If you click on the board, you can send messages to your friends. That is also where you will be able to read messages your friends send to you.
