Don't rush it! Makeup doesn't solve all of your problems. Once you get old enough, and you're parents decide they're okay with you wearing makeup, then you can wear it. :)

I can not completely answer that question because I do not know what kind of boy you are talking about. If its a regular boy that's not very popular, then they're usually looking for the real you. Not some makeup faced girl. They won't see the real you. But if you're talking about the kind of boy that is always by those stuck up cheer-captains, then yes usually it is a good idea to wear makeup so that the boy falls for you instead of the popular gal. - - - - - Oh my...yes, middle school guys like girls who wear makeup, but usually not girls who wear a huge amount of it.
Depends. If you have acne or red spots, try going with a concealer. If you think you look okay, just leave it.

According to Army Regulation 670-1, which is the Army dress code, cosmetics and nail polish may be worn if they are "conservative and compliment the uniform." IOW, no funky colors and don't wear a ton of makeup but you can wear makeup if you like. However, you can't wear it in basic training. I think they'll let you wear it to basic training graduation--they did when I was in. Once you're out of basic, it's okay to use it.
