You might want to ask again with a few more details as to why it might not be okay. If you're a minor, and your parents say no, then no, it's not okay to wear it anyway.

Don't rush it! Makeup doesn't solve all of your problems. Once you get old enough, and you're parents decide they're okay with you wearing makeup, then you can wear it. :)

According to Army Regulation 670-1, which is the Army dress code, cosmetics and nail polish may be worn if they are "conservative and compliment the uniform." IOW, no funky colors and don't wear a ton of makeup but you can wear makeup if you like. However, you can't wear it in basic training. I think they'll let you wear it to basic training graduation--they did when I was in. Once you're out of basic, it's okay to use it.
