Betta are airbreathers. So long as the ammonia and nitrates are okay, you don't need filters on a Betta tank.
Its ok as long as you let the water cool to room temperature before adding the water back to the bowl, or adding the betta to the water. Also, it is completely unnesseary to boil before putting in your betta's bowl.

Some people do not believe it but the best water to use in your betta fish tank is tap water. Bottled and distilled water has been "purified" and does not have the minerals that your Betta fish needs. If your tap water is so bad that you do not even drink it, than use spring water.
