NO. To like one group of people more than another group of people by dint of their race rather than based on their personal characteristics, behaviors, and values/views is RACISM. It does not matter whether you are prejudiced in favor of Whites against Blacks or prejudiced in favor of Blacks against Whites, these prejudices based on racial lines are socially and morally reprehensible. As Rev. Martin Luther King, Jr. said, "I Have a Dream that my four little children will one day live in a nation where they will not be judged by the color of their skin, but by the content of their character." This works for any color of skin.
Now, it is legally permissible to be a racist of any stripe as long as you do not take adverse action against the race you like less or additional positive actions for the race you prefer. Typically, this issue arises in the economic arena, but it can arise in education, social clubs, or cultural events. However, speech is explicitly protected; racist speech and protest is legally permissible.

You are probably thinking of the 1898 Supreme Court case "Plessy vs. Ferguson." It involved a light-skinned black man named Homer Plessy who sat in the "whites only" section of a Louisiana train. He was arrested, and became determined to challenge what he saw as an unjust law. Sad to say, the Supreme Court upheld the segregation of railway cars (and everything else): as long as the facilities were equal for blacks and whites, it was okay to keep the two races separate. Of course, facilities were not equal for blacks-- whites had better schools, better housing, more opportunities to use libraries and other public buildings, etc. But the court had codified segregation, and the decision would not be overturned till 1954's "Brown vs. Board of Education."
