Under current USMC standards it is not required that you wear a "skivvy shirt" under the utility uniform. However, I have yet to be in a command that allows female to get away with it. The males I have seen have only gone without it while in the field, but females are guaranteed an ass chewing if caught doing it. Semper double standard.
