You can get sunburn when it's cloudy because sometimes, the sun can reflect off of things such as water and then burn you. (because there still is atleast a bit of sunlight shining through).

Yes, Harmful UV can damage our skin even in cloudy day. So, always wear sunscreen prior to 30 minutes when you go out of house even in the cloudy day.
