Depending on how the ground drains and how much your house catches, it is quite possible. The type of dirt around your house also. If it is heavy clay, the hole the house sits in acts as a bowl and holds the water.

if the motor is running but there is not pumping water; # It may need to be primed, that is there is no water around the impeller and as a result is not pumping. to get it going if that is the problem fill the pump with water if possible and make sure there is no blockage on the pool side, then start the pump sometimes it helps to turn the pump on and of while the air is being expelled. # On the other hand the impeller may be damaged blocked or no longer properly connected to the motor if there is no movement in the water at all that is probably the problem.

If the car is literally "running" or moving and getting gas pumped in it at the same time (which I doubt is even possible), I don't know what would happen.If the car is at a standstill like at a gas station but the engine is still running and you're pumping gas into it, I'm 99.9% sure you wouldn't die from it, and I'm at least 95% sure nothing would even happen to you or the car. But I'm not sure if it depends on the car, cause I've tried this with a 1990 Honda Accord and 1996 Ford Aerostar almost all the time.
