Yes, but...
One can be an American of Hispanic descent, but technically speaking one cannot be a Hispanic-American. For that matter, unless some one holds a Dual Citizenship, one cannot be a anything-American except for possibly Native American. But language has evolved to blur that distinction.
The hyphenation is used as a convenient way to describe the culture and background an individual brings to the melting pot that is America. The problem is that Hispanic is a very broad term. Hispanics (the preferred term is now "Latino" -keep your scorecard handy) are not a homogenous people. Latinos do not look alike, sound alike, behave the same, share any cultural similarities, nor share any other traits in common other than the fact that they are descended from colonists from the Iberian Peninsula (Spain & Portugal). An Argentine, Peruvian, Colombian and Mexican only share the language (barely!). A Brazilian doesn't even share the language and is still a Latino!
Hispanic-American is similar to the term African-American. It is misused as the politically correct term to describe people of color of African descent. African American does not refer to all people of African descent. People from the Mediterranean countries of Africa and descendents of European settlers who have lived for a half-dozen generations in Africa are not called "African American".
Hispanic-American is being used to describe anyone with a Spanish accent that has physical features of the Mezo-American peoples. Latinos with European features are rarely lumped with this group.

It is certainly possible for a Hispanic person to become the President of the United States in the future. The demographics of the country are changing, and there are already Hispanic individuals serving in high-level political positions.
