The double yellow center line in SC means it is illegal to pass another vehicle, it means you are in a no passing zone. It is the same in all states that I know of. If you wanted to make a left turn into an establisment across the double yellow centerline it would be legal unless a no left turn sign was posted. Unfortunately there are some cops that would argue the point. Double solid yellow lines mark the center of the road and separate oncoming traffic. Passing is not allowed in either direction.
