You need to change the engine ECM settings.
The governor is not a mechanical device that can be removed or disabled. The governor is programmed into the car's ECM. You must interface the computer and disable it, if possible. I'm not sure that it is.
If you are asking about the engine governor, you can't disable it. It is possible to outrun your Goodyears or over spin your driveshaft. Your car is governed at about 118mph. Police PCM will allow a higher top speed but it too is governed for the same reasons.
