I assume that the staff member is a church employee. Then it depends on the terms of their contract or employment agreement with the church. If the document states that the employee is on at "at will " basis, then they may be fired for any reason or for no reason at all.
The situation may be different with regard to the ordained clergy employed by the church, as typically their terms of agreement are different and may be subject to denomination restrictions, etc.
