No. Vital wheat gluten is the primary ingredient of wheat gluten (seitan), used by vegetarians as an alternative to meat. You can use a little vital wheat gluten to increase the gluten content of cakes, but you cannot make cakes solely with vital wheat gluten. Wheat gluten is used to provide stickiness or sponginess when using whole grains that have insufficient gluten by themselves, or to increase the chewiness of breads. Pure gluten flour or vital wheat gluten or powdered gluten, however, is intended for those who wish to make their own wheat gluten from scratch. It is often mislabelled as gluten flour, which itself has more gluten than flour but not enough to make seitan.

There is - in the UK, look out for "Doves farm" brand gluten free flour. (Same shelf as regular flour in the supermarket). In specific gluten free recipe books, "rice flour" is usually used instead of a mixed "gluten free" flour.

Can you use gluten free flour instead of self raising flour?

Technically all flour has gluten in it. Gluten is a protein found in food processed from wheat and other related species. Different kinds of flours have different levels of gluten (bread flour has high gluten vs. cake flour with low gluten). Self-rising flour is all-purpose flour with salt and some kind of leavening agent. So yes, self-rising flour, like all flour has gluten in it. It just doesn't have special amount added or taken away like bread or cake flour does. It has same gluten content as all-purpose flour.

What is Strong flour?

This is sometimes called "bread flour". It is flour with a higher gluten content. Gluten is essential for the structure of bread; stretching to trap air bubbles as the yeast ferments. Plain flour is sometimes used in breadmaking when a specific gluten content needs to be achieved, but it is rarely used without the addition of strong flour.
