It could be possible but I haven't tried it. If you could set up one of the controller's joysticks to act like a mouse you would simply have to bind keyboard functions to the other controller buttons but it would be impossible to use the in-game chat feature without a keyboard, virtual or otherwise.
While it MIGHT be remotely possible to use a controller for World of Warcraft, it would probably involve using third party software, which is usually frowned upon by Blizzard. They usually want you to play with mouse and keyboard. Even the fancy ones with macroing keys are kinda frowned upon, if used to automate certain actions.

Since World of Warcraft is a game designed for PC/Mac, it can't directly play on a PSP. It might be possible to stream a feed and data through, like what is possible with an iPad, but even then it's very convoluted with a small screen and limited buttons.
It depends on the system of the laptop. If it can handle world of warcraft it can play it. i personally play on a laptop.
