Almost all of the specifications are possible for windows 7 to run on that model of emachine (at least from what I have researched for you) but your big problem comes from the fact that Windows7 requires 1 Gigabyte of 32-bit RAM, and the T3990 (though upgradeable) came standard with 256 Megabytes. If the machine wasn't upgraded to have at least 1 Gigabyte (GB) of 32-bit RAM, then the installation will not be possible.
