go to caster.fm they have what you need
A good place to start would be Sirius XM radio. They seem to have the ability for you to make your own radio station. You could also check with local colleges or universities, who often have their own stations as well.

start off with an internet radio station. use caster beta, download the software it tells you to download, (although keep in mind SAM BROADCASTER is expensive, hard to run, and is outdated) and you got yourself a radio station. forget about wave radio, you will need a licence and it takes several years education in engineering to be able to pull it off. but did i mention caster beta was free?

try an internet radio station, you need software to cue up the tracks (mixxx is especially good), something to convert it into an mp3 file (try LAME), and a broadcast server (caster beta gives you one for free). just follow their instructions and you will have a radio station that will only cost as much as the internet does. and someone on the bus has to have a mobile wifi connection. caster beta actually is coming out with a mobile site soon, but students can still access the desktop site
