If someone is in a good mood and walking along there is no reason they can't whistle or hum. If you are in an office then constantly whistling to amuse oneself is irritating to those around you. If the woman is whistling at one of the opposite sex it's just as rude as a male whistling at a woman.
Whistling at women is considered impolite. No one , man OR woman, wants to be whistled up like a dog.
There is however, the thought that an appreciative whistle is a "street compliment." In all honesty it is rude, but common enough that some are not completely offended by it.
If however, you are whistling to have some one come to you or fetch something for you, then the above comment is fitting.
