It is probably safer than Syria or Somalia, though. Besides dangers from human-invoked violence, some places have more hurricanes, or earthquakes, or tornadoes, or floods, or droughts than others. If Tijuana is where you want to live, be aware of the risks and the precautions you should take, but don't think some other place is automatically better.
