What do you mean by 'safe'?
The first concern should be that to have a puppy and a baby at the same time means that you will have a lot of work ahead of you! Both will demand a lot of your time and energy.
Puppies need to be housebroke, taught manners (and this is a definite must if you are soon going to have a newborn in the house), exercised daily, and most importantly they need your love and attention.
A newborn will require a lot of your attention and you will be losing a lot of your sleep!
If you think you can handle these two demands at the same time, then there is no reason that a puppy will be unsafe. If you cannot handle these demands, then you need to wait until your child is older and you have the time and energry to properly raise a puppy.
You might want to consider adopting an older (adult) dog instead of a puppy. Also, signing up for obedience classes with a good trainer is helpful.
Just remember: a lot of dogs end up unwanted because their owners couldn't handle a dog and a baby. Don't let that happen to your dog.
