There are very little risks with getting your eyebrow pierced if you take care of it. Your face CANNOT be paralyzed from an eyebrow piercing, it should never be deep enough to disturb any nerves, and again, if you take care of your piercing, it shouldn't reject. It may migrate a little, but you can have it for years and years.
Like any other peircing there is a sharp pain when it happens but honestly its hardly noticable and worth it.
Listen it's dangerous to do any piercing on your self, eyebrow, navel or anything else for that matter. Placement, piercing depth, location of veins and nerves, disinfection and sterilization, jewellery selection, metal types, there is a lot to body piercing and these are skills that are studied and understood by professional body piercers. You can't even start to understand everything that is involved in providing a proper piercing.
Watching a You-Tube video doesn't explain the detail and importance of all the factors I have listed above. There is a serious risk to the body from cross contamination, infection , allergic reaction that all needs to be understood. Sure you could attempt to do your own piercing but bottom line when you botch the piercing, you make it even more difficult for a professional body piercer to clean up your mess. I studied body piercing for three years before I even did my first piercing on anyone.
Please use common sense and leave the piercing to a professional body piercer working in a licensed and inspected facility. This way you will have a piercing that will last you many years and will look good right from the start.

Whichever you want. I would get the lip piercing first. Its a bit easier to care for and you can learn before you try to handle an eyebrow piercing. Eyebrow piercings are surface piercings so you have to be really careful with them so that they don't reject. As long as you're comfortable with the risks of both, I wold get the lip piercing.
