NO! Nothing could be further from the truth! If a child is too small to sit in the seat with both feet touching the deck and hold onto the driver or handholds, they should not be on a PWC! In fact, you could be charged with reckless operation for placing a child between you and the handlebars. This sets you up for being a distracted operator and sets the child up for a crushing injury. The safest place for a child to ride on a PWC is between two adults (must be a three-seater).

Check the front of the packet. Some of the spot-ones will say they are safe for dogs and cats. Some are definitely not safe for use on cats, e.g. Advantix.
I believe cars for children are safe, but that is a personal opinion. Small parts can become loose and dislodge, make sure the car is the right size and build for a small child so they can not be harmed by parts falling off.
